Chair’s Report: Ken Pursley 


Mr. Pursley welcomed everyone to the meeting and thanked the members for their service on the Committee.


Consulting Director’s Report:  Dan Morrill


Dr. Morrill expressed his appreciation for each member’s service on the Committee.  He stated that the Commission uses the Secretary of the Interior's Guidelines to determine the appropriateness or inappropriateness of proposed alterations to historic landmarks.


Preservation Planner’s Report:  Stewart Gray


Mr. Gray had no report.


1.  Consideration of an Application for a Certificate of Appropriateness for the demolition of the Wilson House and Farm, 11400 Old Statesville Rd, Huntersville, N.C.

Staff explained that the applicant is applying for a Certificate of Appropriateness for demolition even though the house was illegally demolished.

Marvin Bethune, County Attorney, stated that the Committee could recommend to the Historic Landmarks Commission that it delay the effective date of the Certificate of Appropriateness for up to 365 days from the date of issuance.

The Committee discussed this issue at length and directed Staff to investigate what penalties might be put in place for applicants applying for Certificate of Appropriateness after the subject property has been illegally demolished. 

MR. PIENKNY PRESENTED A MOTION SECONDED BY MR. ASBURY THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION TO DELAY THE EFFECTIVE DATE OF THE CERTIFICATE OF APPROPRIATENESS FOR THE DEMOLITION OF THE WILSON HOUSE AND FARM, 11400 OLD STATESVILLE RD, HUNTERSVILLE, N.C., FOR 180 DAYS FROM THE DATE OF ISSUANCE. THE COMMITTEE APPROVED THE MOTION WITH MR. BENSON VOTING IN OPPOSITION AND WITH MR. JONES AND MR. GIESER ABSTAINING. 


2.  Consideration of an Application for a Certificate of Appropriateness for material alterations to Mabonsie, 312 S. Thompson St, Davidson, N.C. 

Staff explained that the applicant is proposing to add a dormer to the rear of the house and to rebuild and extend a carport on the south elevation. 

MR. JONES PRESENTED A MOTION SECONDED BY MR. GIESER THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT IT APPROVE THE ISSUANCE OF A CERTIFICATE OF APPROPRIATENESS AS PRESENTED FOR MATERIAL ALTERATIONS OF MABONSIE, 312 S. THOMPSON ST, DAVIDSON, N.C. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.


3.  Consideration of an Application for a Certificate of Appropriateness for material alterations of the Thomas T. Sandifer House, 12601 Moore's Chapel Rd, Charlotte, N.C.

Staff explained that the applicant is proposing to remodel the existing kitchen, convert a window opening on the rear of the house, build a mudroom, and add a new brick stoop and stairs adjacent to the mudroom.

MR. JONES PRESENTED A MOTION SECONDED BY MR. BENSON THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT IT APPROVE THE ISSUANCE OF A CERTIFICATE OF APPROPRIATENESS FOR THE THOMAS T. SANDIFER HOUSE, 12601 MOORE'S CHAPEL ROAD, CHARLOTTE, N.C., WITH THE STIPULATION THAT THE APPLICANT SHALL SUPPLY TO THE HISTORIC LANDMARKS COMMISSION AT ITS MAY 8TH MEETING ILLUSTRATIONS AND DESCRIPTIONS OF THE PHYSICAL CHANGES TO THE STRUCTURE. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

The Committee adjourned at 8:57 a.m.
