a.  Certificates of Appropriateness

THE DESIGN REVIEW COMMITTEE PRESENTS A SECONDED MOTION TO THE HISTORIC LANDMARKS COMMISSION THAT IT GIVE CONCEPTUAL APPROVAL FOR THE PROPOSED MATERIAL ALTERATIONS TO HOLLY BEND, 3701 NECK ROAD, HUNTERSVILLE, N.C., WITH THE EXCEPTION THAT THE BATHROOM/WARMING KITCHEN ACCESSORY BUILDING: 1) HAVE A LESS CONSPICUOS ROOF PROFILE, 2) THAT THE EXTERIOR COLOR BE EARTH TONE,  AND 3) THAT A LANDSCAPING PLAN BE DEVELOPED FOR THE BUILDING.

II.  John B. Ross Mill, 1000 N.C. Music Factory Boulevard, Charlotte.  The applicant is proposing alterations to the exterior of the building.

THE DESIGN REVIEW COMMITTEE PRESENTS A SECONDED MOTION TO THE HISTORIC LANDMARKS COMMISSION THAT IT ISSUE  A CERTIFICATE OF APPROPRIATENESS FOR THE JOHN B. ROSS MILL, 1000 N.C. MUSIC FACTORY BLVD., CHARLOTTE, N.C., FOR THE PROPOSED PROJECT AS DEPICTED ON THE PLANS PRESENTED TO THE COMMITTEE AT ITS MEETING ON MAY 25, 2016, WITH THE EXCEPTION OF THE EXTERIOR ENTRANCE FEATURES. 

​6.  Survey Committee Report -- Jill Walker 

a.  Consideration of Survey and Research Report for the Dilworth Airplane Bungalow , 2144 Park Road, Charlotte, N.C.

At its meeting on May 9, 2016:  THE SURVEY COMMITTEE PRESENTED A SECONDED MOTION THAT THE HISTORIC LANDMARKS COMMISSION DELAY CONSIDERATION OF ITS RECOMMENDATION REGARDING THE DILWORTH AIRPLANE BUNGALOW, 2144 PARK ROAD, CHARLOTTE, N.C., UNTIL  STAFF DETERMINES THAT THE SURVEY AND RESEARCH REPORT ON THE SUBJECT PROPERTY IS IN A SUITABLE FORM. THE COMMISSION UNANIMOUSLY APPROVED THE MOTION.

Staff has reviewed the Survey and Research Report and deems that its form is appropriate.

b.  Consideration of Survey and Research Report for  Midwood Elementary School , 1817 Central Avenue, Charlotte, N.C.

At its meeting on May 9, 2016:  THE SURVEY COMMITTEE PRESENTED A SECONDED MOTION THAT THE HISTORIC LANDMARKS COMMISSION RECOMMEND THAT THE CHARLOTTE CITY COUNCIL DESIGNATE THE MIDWOOD ELEMENTARY SCHOOL, 1817 CENTRAL AVENUE, CHARLOTTE, N.C. A HISTORIC LANDMARK BUT THAT THE HISTORIC LANDMARKS COMMISSION DELAY THE VOTE ON ITS RECOMMENDATION UNTIL THE JUNE 2016 MEETING OF THE HISTORIC LANDMARKS COMMISSION, SO THAT THE OWNER OF THE PROPERTY, CHARLOTTE-MECKLENBURG SCHOOLS, CAN HAVE TIME TO CONSIDER THE ISSUE FULLY. THE COMMISSION UNANIMOUSLY APPROVED THE MOTION.

The Charlotte Mecklenburg Schools has informed Staff that it neither supports nor opposes the designation of the property as a historic landmark.

7​.  Projects Committee Report -- Len Norman

a.  Prospective Sale of the Outen Pottery.

The Town of Matthews proposes to purchase the Outen Pottery for the expenses the HLC has incurred on the project.  The Town proposes to pay the Commission back in five annual payments of $55,000 and a final payment of $25,452.

Repairs:  $2804
Demolition:  $7200
Metal Roof Over Kiln:  $2850
Gate:  $2398
Legal Filing Fee:  $200
Total:  $300,452


The issue before the Commission is whether it wishes to sell the Outen Pottery under the terms outlined above.
Staff supports approval.  This property, in addition to being a historic landmark, is listed in the National Register of Historic Places.  The Commission will recover 100 percent of its expenses.

b.  Prospective Sale of the Richard Rozzel House.

The Commission has received an offer to purchase the Richard Rozzel House.   Click here to view proposal.

If the Commission does not sell the property, it will, in Staff's opinion, have to spend money preparing the house for occupancy and securing a tenant.  The price offered is below the amount of money the Commission has spent on the house to date.  Staff believes that the Commission should make every effort to negotiate an acceptable arrangement with the prospective buyer.

c.  Prospective Sale of the Walters Barbershop.

The Commission has received an offers to purchase the Walters Barbershop.  This item will be discussed in open session.

d.  Consideration of the Purchase of the Barnhardt-Cramer House.   Click Here For Photographs

Staff has been approached by Preservation North Carolina about the prospect of the Commission's purchasing this house which most likely otherwise will be demolished.  The house was built in the mid-1930s and designed by Martin E. Boyer, Jr.  It was the home of major figures in Charlotte's textile history.  The issue immediately before the Commission is whether it wishes to proceed with preparing a Survey and Research Report on the house, because it will have to become a historic landmark if the Commission decides to purchase the house. Of course, the owner would have to be willing to sell.

e.  Consideration of the Purchase of the VanLandingham House.

Staff has met with the owner and his realtor to discuss future prospects for the property.  The owner was unsuccessful in obtaining City Council approval for his plan to develop the property.  He will be able to have a hearing for rezoning in September 2017.  The owner has identified a prospective buyer whose development would require demolishing or relocating the house.  The Planning Staff has notified this office that the existing zoning of the property requires the owner to reuse the house.  Consequently, the owner will not be able to demolish or relocate the house until he obtains rezoning.  Staff recomends that the Commission not take any action regarding the VanLandingham Estate outside of the rezoning process.

f.  Prospective Purchase of the Atherton Cotton Mill House.  This item will be considered in executive session.  The Commisson is performing due diligence in accordance with requirements established by Mecklenburg County.
